Quick answer: the real North Carolina bids we hold run $6,200 to $10,200 — three quotes on the same three-bedroom job in the Charlotte region came in between $6,200 and $7,000, and a five-bedroom conventional system with a pump came in at $10,200. No North Carolina agency publishes an installation cost; the EPA puts a conventional system at $5,000 to $15,000 nationally and says engineered systems on difficult soil cost more. On top of whatever the installer quotes, county permit fees run about $400 to $800 depending on which county you are in. The soil evaluation behind your Improvement Permit is what decides which end of every one of those ranges you land on — and the 2024 rule changes expanded the approved system types, so an older expensive quote may be worth revisiting.

The top two rows are the ones to anchor on, because they are North Carolina jobs rather than a national average. Three bids on the same three-bedroom job came in $800 apart — a 13% spread on identical work, which is the single best argument for getting more than one quote. The EPA band underneath is genuinely useful, but it is a national figure and it is not a North Carolina number; treat it as the outer wall, not the estimate.

Regional Differences

The mountains. 15A NCAC 18E names 18 mountain counties — including Buncombe, Haywood, Madison, Henderson, Watauga, Avery, Mitchell, Yancey, McDowell, Transylvania, Jackson and Swain. Steep slopes, shallow bedrock and thin soils push most installations toward advanced or engineered systems. Costs run at the top of the range, and inspection costs run higher too.

The Piedmont. Clay soils drain slowly, which historically limited difficult lots to a short menu of expensive engineered options. This is the region where the 2024 rule expansion matters most.

The Coastal Plain. Sandy soils generally percolate well, keeping conventional systems viable and costs at the lower end. The constraint here is the water table rather than the soil — a seasonal high water table reduces the vertical separation available beneath the dispersal field.

What Six North Carolina Counties Actually Charge

The permit is not the expensive part of a septic system, but it is the only part of the price that is published in advance, in writing, by a public body. It is also the part almost nobody checks before budgeting. Here is what we have been able to source, county by county, for a conventional residential system.

Twice the price for the identical permit, one county line apart. North Carolina writes the rules once, statewide, in 15A NCAC 18E, and then lets all 100 counties price them however they like. Nothing about the system, the soil or the inspection changes across that line — only the invoice does.

The part that surprises people: the gap closes on bad soil

Durham charges by system type. Wake charges one flat fee no matter what you build. Put those two side by side and the county line stops mattering exactly when you would expect it to matter most.

On a clean lot, being in Durham rather than Wake saves you $350. On a lot that needs advanced treatment, it saves you $25. Pitt runs the same way in the other direction — $400 conventional, $700 for a Type IV, V or VI — so wherever you are, the surcharge for difficult soil is the number to ask about, not the headline permit fee.

And one county breaks the pattern in the other direction. Union County charges $400 for the improvement permit and then $200 to $1,200 for the construction authorization depending on system type, so a Type VI in Union costs $1,600 — twice what the same permit costs in Wake. Durham and Wake converge on bad soil; Union runs away from them. The rule underneath all three is the same: ask whether your county’s authorization fee moves with system type.

Three cautions before you budget from this table. These are county fees only — they do not include the soil work, the engineering, the tank, the field or the contractor’s labor, which is where the five-figure part of the bill lives. Only Pitt and Caldwell publish an effective date beside their amounts, so treat the rest as current-as-checked and confirm before you write a check. And the six are not perfectly like-for-like: Mecklenburg’s $650 is described as including permits and inspections, yet the same schedule separately lists a $200 construction authorization and a $200 operation permit without saying whether those sit inside the $650 or on top of it. The county does not say which. Where a figure is missing or ambiguous here, it is because the county has not published it — we would rather name the gap than invent a number to fill it.

If your county is not in this table, call the health department and ask for two figures: the Improvement Permit fee and the Authorization to Construct fee, and whether the second one changes with system type. That last question is the one that moved the numbers above by $350.

Why the 2024 Rules Might Save You Money

Before January 2024, North Carolina’s code recognized a limited menu of system designs. Advanced treatment technologies that worked well in practice were operating under provisional approvals and variances rather than being fully recognized.

15A NCAC 18E changed that. The approved list expanded, and those technologies came into the code properly.

The practical consequence: a lot evaluated under the old rules may now qualify for a less expensive system. If you were told years ago that your property in Henderson or Watauga County could only support one specific costly design, that is worth re-asking. The rules that produced that answer no longer apply.

What’s Not in the Quote

The soil evaluation and Improvement Permit come first and may be billed separately.

Access and site restoration. Equipment has to reach the installation area. Long driveways, slope, mature trees and buried utilities all add cost, and the yard needs restoring afterward.

Start With the Improvement Permit

The single most useful thing you can do before budgeting is get the Improvement Permit. It tells you what the site can support, which is the difference between a $6,000 project and a $25,000 one.

If you are buying land, get it before you close. If the site is classified unsuitable, the authorized agent provides a signed written report explaining why — and that document is worth far more before the purchase than after.

Which Septic Permit Do You Actually Need?

North Carolina uses a three-permit sequence that most states don’t. Homeowners regularly assume “a septic permit” is one document, then discover partway through that it’s three, in order, and you can’t skip any of them.
