You Need a Permit for a Repair

This surprises people. Under 15A NCAC 18E .0202(b), an application for a Construction Authorization must be submitted to your Local Health Department before repairing a wastewater system.

Here is where North Carolina differs from several other states in a genuinely good way.

In some states, a repair permit triggers re-evaluation against current standards and the answer is a more expensive system than what you had. In North Carolina the January 2024 rewrite went the other direction: it expanded the approved system types and brought advanced treatment technologies fully into the code.

Directives implementing 18E also address repair systems specifically, requiring Improvement Permits to state usable depth to a limiting condition for the long-term acceptance rate and maximum trench depth for initial and repair systems.

Practically: if your property was evaluated years ago and you were told only one costly engineered option would work, ask again. The menu is larger than it was.
